Dear Mr. President and Administrator Lubchenco:

I write to express sincere opposition regarding the Interagency Ocean Policy Task Force Interim Framework for Effective Coastal and Marine Spatial Planning (“Interim Framework”). Although I have long supported reasonable policy mechanisms to enhance interagency coordination on oceans policy issues, the Interim Framework gives the impression that the administration is seeking to implement fundamental changes to both the regulatory structure and statutory authorities that form the basis for nearly every aspect of oceans management and use.

The Gulf of Mexico retains significant economic, cultural, and social importance to the state of Louisiana. If the intention of the Interim Framework is to create a new government superstructure headed by the National Ocean Council at the expense of the role of the states, which have primary jurisdiction for resident fish and wildlife, I can assure you that the states, in particular the Gulf states, will have zero tolerance for and much indignation over such a gross expansion of federal authority.

I urge the administration to back away from any efforts to supersede or diminish existing federal and state laws that govern our ocean fisheries for both commercial and recreational use. The Interim Framework brazenly calls for a top-down federal approach to every aspect of ocean management, and would impact every sector and every conceivable ocean activity without input from all stakeholders.

I can assure you that continued pursuit of the Interim Framework will exacerbate current concerns with NOAA’s ability to effectively manage the oceans for all users as well as mistrust and resentment of the agency. I respectfully request immediate public access to all comments and recommendations NOAA has delivered to the Council on Environmental Quality, as a well as a list of all Executive Orders and statutory and regulatory authorities the administration is contemplating utilizing in implementing Marine Spatial Planning and the Interim Framework.

I hope that your administration can keep in mind that the role of the government is to effectively manage resources for all citizens to enjoy with input from all stakeholders, not to cut off access to resources, like prohibiting commercial and recreational fishing, at the behest of a handful of special interest groups.

Jack's place is really starting to shape up nicely.I think this is what Delacroix Island has needed for a really long time.New Life is starting to breath on Delacroix and It has been a long time waited.I really feel good about Delacroix Island again,and maybe Jack and Cindy Payne is what Delacroix needed.Just Slow down Capt.Jack we don't need to happen to you that happened to your friend some weeks back you got to take care of yourself too.But Ya'll are looking good.

ACTUAL FISHING REPORT FOLLOWS:

Today was FISHETTEs first trip out since having her parts replaced, and we had to wait until she was finished up with her phys therapy to boot so we didn't get to the launch til noon.

Caught the tail end of a falling tide, and on her FIRST CAST out, BAM a Keeper trout about 2 feet under a cork on a green beetle... Then it was my turn, but I got a dink.. then another dink and another... we were on a school of small trout, but they were the FIRST trout of this year!

Tide stopped and so did the bite, so we moved over to where we left the redfish biting just a few days ago, but there was so much water, the reds are scattered up in the marsh...

Long story short, we got skunked but for FISHETTES ONE trout which we gave to MIKE at the launch to add to the 4 three pound trout he caught in the reggio canal under a cork on smoke sparkle beetles.... til the tide stopped.

We did get onto another school of dinks in lake Amadee outside of the mouth of bayou petain but they were hard to hook as they were so small..

The GREAT news is that the TROUT are coming BACK!

Water quality was a 9 out of 10... gorgeous! moving out for a very short time, then INcoming! Temperatures were right at 65 f and we had light winds and some gnats from time to time so bring cigars (they really work)...

We threw shrimp, cockahos, but everything hit on plastic under a cork... nothing tightlined!

Looks like a good weekend shaping up, and if that water level goes down when that high pressure comes in tomorrow, the fish should start schooling up and BITING for a change...

ITS CLOSE! And it's going to be a terrific spring bite!

Glad to have Fishette back on board I tell ya that!

We needCNSNews.com) – Florida’s newest U.S. senator told the head of the National Oceanic and Atmospheric Administration (NOAA) on Wednesday that the NOAA is wrong about the declining size and number of red snapper fish in Florida.

Sen. George LeMieux (R-Fla.) told NOAA chief Dr. Jane Lubchenco that her agency’s statistics do not match fishermen reports regarding the size and number of red snapper fish.

“If the science is bad, and we’re making draconian decisions based upon bad science, or science that we can’t believe in, that’s affecting people’s lives -- that’s wrong,” LeMieux said Wednesday at a Senate Oceans, Atmosphere, Fisheries, and Coast Guard subcommittee hearing on NOAA's FY2011 budget request for fisheries enforcement programs and operations.

Appointed last fall to replace the retiring Sen. Mel Martinez (R-Fla.), LeMieux challenged the director to come to Florida to gather accurate data before imposing job-killing regulations which would dry up fisheries.

“We’re putting in regulations based upon science that people don’t believe in that (are) putting people out of work in historic industries,” LeMieux said. “The fishing industry in this country is as old as this country is.  And it is a huge way of life for people in Florida."

LeMieux sought to dispel the notion that fishermen are not invested in protecting fishing populations.

“Fishermen care about the fish stock because it’s their livelihood,” he said.  “So they are very concerned about making sure that the fish stock is healthy, and they are for regulations that are reasonable in order to preserve the fish stock because it’s their way of life.”

In her opening statement, along with a $5.6 billion budget request for FY 2011 -- $806 million up from the FY 2010 enacted level – Lubchencho called for a National Catch Share Program to “provide a national framework to develop, manage, and improve catch share programs in fisheries across the nation.”

The goals of the NOAA, the administrator said, include “ending overfishing, improving fisheries management and putting fisheries on a path to sustainability and profitability.”  

To accomplish this goal, Lubchenco said he supported measures “that will help sustain local communities while restoring a number of vital fisheries stocks and habitats.”

During the hearing, LeMieux stressed the need for valid, accurate, and independently reviewed data.

“I think we can all agree that we need the money to be spent on getting the proper scientific analysis and getting independent analysis so that we know that the decisions that are being made are appropriate, because the word from the fishermen is that there is a huge disparity as to what the statistical information is saying versus their experiential -- experience, what they’re finding when they’re actually going out and fishing,” he said.

LeMieux said Florida fishermen report seeing more red snapper than they have seen in decades.

“And yet there’s these moratoriums on fishing that are preventing them from operating their charter boats which is putting them out of business.  And these people are really hanging by a thread,” he said.

Lubchenco challenged the claim that red snapper are prospering and numerous, insisting that the data on this matter is solid.

“I think with the challenge with something like red snapper is that the calculations about what is a sustainable level of fishing, take into account how -- what size the fish are," she said. "And what many of the fishermen are seeing are lots and lots of younger fish and are assuming that that means that they are recovered and that there are plenty out there. And, in fact, it’s important for those younger fish to get larger and reproduce for the future health of the fishery."

But LeMieux again invited the administrator to come to Florida to take stock of the red snapper population.

“I want to renew in closing my offer to you to come down to Florida and let’s go on a fishing boat and see these red snapper because what my fishermen are telling me is not only are there many red snapper, but there are big red snapper, not just the juvenile fish,” he said.

LeMieux continued, “In fact, people who’ve been fishing for 45 years say they’ve never seen as many in quantity or in size to the point -- and I think this is important for us to understand the practicality of how fishing works. So they’re not allowed to catch red snapper. So they go out on their fishing boat where they got a group trying to catch something else. And all they’re catching is red snapper. So they have to throw the fish back because they’re not supposed to be catching red snapper.”

“So the practical effect is that they’re trying to catch around the red snapper, and there’s so many of them it’s difficult to do. So practically I’m not even sure we’re achieving the effect we want to anyway, assuming the science was good,” he said.

Lubchenco ended the exchange saying she would take LeMieux up on the offer to come to Florida and that there needed to be better communication between scientists and fishermen.

Finally spring time is here.  What a horrible winter we have seen this 2010.  The fishing sure was tuff too, but signs of life are now here.  We finally got a chance to make a few trips out this week in the lake after a long drought.  Terry G.  and I have been fishing the last couple of days and it has got the fishing blood really pumping again especially after he landed the biggest trout I have seen in a long while Monday on a key lime hybrid, a  27" 7lb trophy.  What a fish to start off this spring season.  That day was the best bite we have seen in weeks to months as we boated 20plus trout a 3man limit of reds and 3 flounder. I talked to Capt. Kristian with Sea Tow also that day who also landed a couple of Monsters. Also if you need a Sea Tow mebership or renewal come by the Bait shop and we can get you set up with that so you always feel safe out on the water.  Terry and I couldn't get enough as we went back yesterday as we got rained on 3 times but we have the fever now.  It was a lot slower tuesday but still ok we boated 11 trout and 4 reds.  I snuck off just for a little bit today but it was really tuff for us today I went with a few friends but only manged a handful, I talked to Terry on the way home and he said it was real tuff too but he still managed a few trout and 3 reds.

We fixed a few things to make the Videos stream fast and easy for everyone and now that we have it working we will be put all types of videos on their year round to go with the times of year and help point the fellow fisherman in the right dirrection to always stay on top of the fish.  Come see us at DockSide bait and Tackle.  I will be at the Sportsman Show for the weekend but come on out to the Lake the fish are getting warmed up.

Just to let you know where I stand on the Sector Separation!  When it all started I think it was aimed at helping the fisherman.  At this point I do not know where they stand!  From day to day things seem to change and we all get about 200 emails a month and I do not have the time to keep up with this!  

I sent an email asking that they remove my name as a supporter!  It may be great, I do not know!!  I cant keep up with it nor can I figure out exactly where they stand!  

So just to be clear, Capt Josh Howard of Deep South Charters, does not support Sector Separation.  My name is still listed but I hope that it will be off soon!!

Just a heads up on Capt Scott Avinzino!  I spoke with Scott today about this and he didnt know much about it and really DID NOT know how his name made it to the list as a supporter!

Again how are the new partners at ED and Pew working out for your team? An Executive Order to shut down fishing across the Nation headed our way. Wow you boys and girls picked some fine playmates. Say it ain’t so. Fox News’s Glen Beck is now bashing Russell Nelson’s enviro friends on National TV over the Fishing Executive Order being planned and we thought catch shares were bad? Pew Trust, ED and OC man yall run with some fine folks. How can you defend these actions as they are defenseless?
Inquiring minds would like some answers. What will you bay boys and girls do with the new Executive order. Drink some more cool aide and see your user group locked off the water even in the bays. Seems we have been telling folks your team has been in Washington, D.C. undermining our sport. The “News Back from Washington” thread put your National Lobbyist Bob Hayes in town with the enviro’s in the halls of Congress selling us down the river in an unholy alliance. I told everyone so back then as Congressman after Congressman called to give me a report in amazement as to what they had just witnessed. I even lost posting privileges here for a while over that issue. Funny thing is you can fool some of the people some of the time but not all the people all the time. Seems now people are finding out how rotten to the core your team has been for a long time.
Poppy- We are down to the “nut cutting son”. In case you haven’t figured it out time is up and the line has been drawn in the sand. The enviro’s want us off the water period. Our dog does not have fleas as yours does son. We have not had to apologize for putting our sport at risk as your team has on numerous counts.
As the pioneers would say , “Your team has stepped aside” which was a mortal sin for a group that claims to support Recreational Anglers.
The latest is for CCC to take the heat for their Parent .org CCA pushing catch shares. Look at who funded the new startup. Look at the board members. They are the same usual suspects. Come on guys my pant leg is warm and wet so stop trying to fill my boots with yellow body fluids. We are sick of it. Go sell your wares to the enviro's.

Just wanted to give all of you fellow fishermen a heads up.

Dancing for Dystrophy will be held friday night at 7:00 at Mardi Gras World east bank.  Tickets are $50 dollars each available online or at the door.  

The event is to benefit children who have muscular dystrophy and their families who may not be able to afford treatment for them.

There will be live entertainment by The Bucktown Allstars and catered food as well as a raw oyster bar provided by ACME oyster house.

I'm looking to catch some Redfish or Bass out of my pirogue this weekend, and am wondering where (within about an hour's drive, and a mile's paddle) of New Orleans I can go get on some fish.  I usually fish the Shell Beach / Hopedale area, but the west wind in the forecast all weekend has me a bit scared that all I'm going to find is dirty water.

My Dad and I fished with Captain Dan Dix with MLC Charters this past Sunday.  We met Capt Dan at daybreak and headed down the MS river in search of redfish.

Capt Dan had developed a new jig with a very strong hook he wanted us to try.  It has, unlike other jigs on the market, a 60 degree bend from the eye to the hook.  This makes hook ups easier.  The neat thing about his new jigs and the hooks he uses is the fact you can have a 1/4 oz jig with a strong 4/0 hook.  He has other custom sizes availiable as well.

After arriving at the first spot, It didn't take many casts before we were catching bull reds on his custom jigheads tipped with market bait under a cork.  My dad and I had a ball catching them.  What made catching them so much fun was the fact that we were fishing in less than 3 feet of water.  All the bulls could do was run and run and run.  The Stella and Sustain reels Capt Dan had us using worked great. We did not have any trouble getting these bulls to the boat and into our hands. We took some great pics of these awesome fish and took care in releasing them.

We ended the morning up with 26 bulls.  The smallest weighed 19 lbs and the largest tipped the scales at 39.8 pounds.  Not a bad day on the water at all.

Louis Rossignol is right.  For all the kool aid drinkers who think this is anything but the ability to take over all waterways and dictate as they see fit....wake the hell up.  This president is, just like he said, and you fools bought it, going to fundamentally change the way things are done.  It is black and white......no racist intentions......and it is going to happen without voices like Louis and some organizations like the FRA who are fighting FOR the recreational fishermen.  And dont even get me started on the SOS plan......If you own a boat and fish offshore go ahead and sell it because a 50 day snapper season will seem like a dream come true if that comes to pass.  Rok on buddy.

On the other hand MEDIAMATTERS.ORG is a left wing propaganda machine organized to promote the PROGRESSIVE movement.

I have read the interim report and I also share the same concerns as Montgomery.If you do not think this task force is set up to implement restrictions on fishing and to indoctridate our young people into being good little GREEN SOCIALIST read section 31 and refrences to starting the process at the k-12 years.

If you do not think the task force is about social engineering finish 31 and see how the words "DISADVANTAGED" and "UNDERSERVED COMMUNITIES" suddenly start appearing in the "PLAN TO ADDRESS" sections.

Montgomery is also right when he explains that the ANTI GROUPS are having much more influence on the final report and its goals than the rec. or com. fishing groups.

Read all 38 sections touching on everything from addressing climate change to IMPACTS of HUMAN activity on our waterways,ecosystems,ect and the only conclusion one can come to is "BIG BROTHER IS HERE".

Finally, the fishermen of Louisiana are waking up.

Our rights to fish are very threatened.

They are proposing closing the Flower Gardens and several other areas.

You will need a vessel monitoring system on your boat just to make sure you do not enter these areas.

They are closing seasons left and right.

On the east coast, they are going to close everything from the Carolina's to Ft. Laurderdale  Fla.

In the north they are closing the Great Lakes.

What's next, how about Lake Pontchartrain. It's coming unless everyone get's pissed and does something about it.

Wow, the "Save our Sector" website ( http://saveoursector.com/supporters/supporters_full.aspx ) leaves no doubt that this group of charter boat guides supports separating themselves from recreational fisherman who fish on private boats. I fish offshore about once a year on a friend's boat so its not that big a deal for me, but I would be interested in hearing the opinion of those who fish offshore regularly on their own boats. How does CCA feel about this movement? What if inshore guides considered doing something similar???

I thought I would write and give the sportsman a fishing report from St Croix USVI. Well I have learned the fishing is challenging over here. A good trip is a few fish and even that’s challenging if you’re not fishing in dolphin season but the blue water is 100 feet from shore and the view is breathtaking. I have landed some tuna, dolphin and a sailfish but went months without catching a fish. I’m from Greenwell Springs LA and  have only been here a year working, I  had my 265 Robalo shipped over thinking this LA sportsman who fished Venice and GI every other week was going to show the islanders how to load the boat with tuna, snapper, Wahoo, dolphin. Boy was I wrong; you never know what you have until it gone. My experience so for is no water compares to Venice or Grand Isle LA and I will be visiting in June to fix my offshore addiction.

Send show suggetion to John Stossel on Fox Business.  He hes been doing a series of shows on big governement and thier atempt to take over everything.  At the end of every show he asks for people to send in suggestions on government gone wild.  I have been sending emails to suggest he do a show on the battle between big government and recreational fisherman.  If everyone sends the same recommendation they will have to look at it. Couldn't wait until May:

Thought I wouldn't be able to make another trip until May.  But after limiting out on my only 2 trips in December, I just could not take it anymore.  So I used my spring break wisely and went fishing on Monday.  Got out there around 9:30 to fish the incoming tide.  Stayed in Point Fienne almost all day and slowly picked away at them.  Also tried Skippys and Oak River but everything was caught in Point Fienne.  Fished until 3:30 but didn't catch a fish after 2.  Ended up with 29 trout and 1 nice redfish.  Most fish were caught tightlining purple, chartruese glow, and opening night in 6-12 feet of water while drifting.  Also, caught a few on the flats with a cork.  Anytime we drifted an area and caught 5 or 6 and thought we had figured out a pattern, we would redrift it and come up dry.  Just never could get anything going.  But overall a pretty good trip for this time of the year.

OBAMA'S OCEAN TASK FORCE TO OUTLAW RECREATIONAL FISHING???

Now they've screwed the pooch. Obama's Ocean Policy Task Force is talking about shutting down recreational fishing.
THAT’S GOING TO PISS OFF SIXTY MILLION PEOPLE. My Green friends got mad when I would not sign a letter telling Obama how much we appreciated his creation of the group to formulate overall fisheries and ocean policy. I wouldn’t because they’re pushing aquaculture which could decimate our best in the world fishery. Turns out they're the kind of whacko's who did not understand my fears for the fishery and don't understand the implications of such a ban. There are 350,000 Louisianians with saltwater licenses (not counting the many other thousands who fish only freshwater)and countless bait salesmen, boat companies, sporting goods shops, etc. AND THE 600 CHARTERBOAT CAPTAINS I REPRESENT STRUGGLING TO MAKE A LIVING. This is not only scientifically stupid but political suicide.

This is all over the net -- Google Obama and Fishing.

I was at the Ocean Policy Task Force hearing in New Orleans. Each speaker got one and a half minutes to express their concerns. I spoke. You can’t talk about the fishery, the proposed ban on oysters and the failure to check out the poisons in imported shrimp in 90 seconds and I said so. I later told Madame Lubchenco that we in Louisiana were pissed and sick and tired of having outside government agencies telling us what we had to do in Louisiana.

I asked her who would bear responsibility if our billion dollar per year fishing industry was destroyed because of escaped fish, diseases, parasites, etc. Who would bear responsibility. When she could not answer that question, I asked her if she knew about Chinese drywall and all the problems we have with no one to take responsibility. SHE DID NOT KNOW WHAT I WAS TALKING ABOUT!

I have not been a basher of this administration but this is sheer stupidity. Without recreational and commercial fishermen, there is no Louisiana Department of Wildlife and Fisheries. There is no one to regulate anything – I might ask just how they intend to enforce such bans when there is no state agency.
LDWF operates on license fees from the very people who would be outlawed if the Ocean Task force continues this insanity.
I did not believe anyone could be that stupid until I googled it. You be the judge.

Left out of Dockside Bait and Tackle at about 4PM today with Jason and the "Mystery Man." Trolled Eden Isles and then fished the lights of the canals til about 8:30PM.  Caught 2 trout over 5lbs and missed a monster.  Added 1 redfish to the box and had a nice, easy evening. 7 total fish (6 specks) and they were ALL NICE...Looks like things are picking up in the Lake...Tight lines...Sea Tow New Orleans (504) 301-4545

Went to the boat show far cry from past but that is another story. The talk around the show was all the big name boat companies that have gone belly up. If this is true had to believe some of the names. Would not like to purchase a 50M boat and find out no longer in business. This may put hard time on pro's & guides that get use of a boat.
